Guaranteed Income and the Bucket Strategy for Retirees With a Pension, 401(k), and Rental Property
Many retirees we meet at West Financial Group have a combination of income sources: a pension, a 401(k) or IRA they have accumulated over decades of work, and perhaps rental property that generates monthly income. On paper, this looks like a strong financial position. But in practice, managing multiple income streams with different tax treatments, different liquidity profiles, and different levels of predictability can create real complexity.
The bucket strategy is a time-tested framework for organizing these assets and income sources in a way that is easy to understand and emotionally sustainable — especially when markets become volatile.
What Is the Bucket Strategy?
The bucket strategy divides your retirement assets into three separate "buckets," each designed to serve a different time horizon and purpose.
Bucket 1: Short-Term Security (Years 1–3)
This bucket is designed to cover your essential living expenses for the next one to three years. It should be held in cash, money market accounts, or short-term CDs — nothing at risk. The goal is to ensure you never have to sell an investment at a loss simply because you need income right now. Knowing this bucket is full provides enormous peace of mind during market downturns.
Bucket 2: Medium-Term Income (Years 3–10)
This bucket is intended to refill Bucket 1 over time. It can hold moderate-risk investments — fixed annuities, bond funds, balanced funds — that generate income or growth with limited volatility. When Bucket 1 runs low, you draw from Bucket 2 to replenish it. This creates a sustainable income pipeline.
Bucket 3: Long-Term Growth (Years 10+)
Bucket 3 is for assets you do not expect to touch for at least ten years. It is where you keep your growth-oriented investments — stock funds, real estate appreciation, or a fixed index annuity with an income rider that will not begin payouts for many years. This bucket is designed to grow over time to combat inflation and eventually refill Bucket 2.
How a Pension, 401(k), and Rental Property Fit Into the Bucket Strategy
Your Pension
A pension provides guaranteed monthly income for life — a natural source to cover core expenses. It functions like Bucket 1 income, reducing the amount of cash you need to set aside in liquid reserves. If your pension covers all of your essential monthly expenses, Buckets 2 and 3 can be structured more aggressively for growth.
Your 401(k) or IRA
Your retirement account balance is the most flexible part of your plan. It can fund any of the three buckets depending on your timeline and needs. For many clients, this is also where we look at Roth conversion opportunities — moving money from taxable traditional accounts to tax-free Roth accounts during lower-income years to reduce future Required Minimum Distributions (RMDs).

Rental Property Income
Rental income can be a valuable addition to your income plan, but it comes with variability — vacancies, repairs, property management costs, and potential changes in local rental markets. We typically treat rental income as a supplement to guaranteed income sources, not a foundation. If rental income is consistent and reliable for your situation, it can reduce how much you need to draw from your investment accounts each year, allowing Bucket 3 to grow more aggressively.
Adding an Annuity to Strengthen the Strategy
One powerful way to implement the bucket strategy is to add a fixed annuity or fixed index annuity with an income rider to create an additional guaranteed income floor. This is especially useful for clients whose pension alone does not fully cover their essential monthly expenses. An annuity can fill that gap with predictable, guaranteed payments that do not depend on market performance.
